District Primary Purpose:  To assist and promote La Joya ISD in implementing a rigorous curriculum/instructional program that supports student success and achievement.

 

Department Primary Purpose:  Provide instructional leadership and direction for the Bilingual and Migrant Program.     

 

Qualifications:                                              

 

Education/Certification:  Master’s Degree or Higher

                                        Valid Teaching Certificate with endorsement in bilingual/ESL education

                                         Mid-Management Certificate/Principal Certificate ILD/TTESS Certified  

 

 

Experience/Knowledge:          Administrative/Supervisory experience

                                                Three or more years successful bilingual/ESL classroom teaching experience

                                                Knowledge of curriculum and instruction

                                                Knowledge of effective schools and effective teaching

                                                Knowledge of programs for Emergent Bilingual students

                                                Effective communication and interpersonal skills

                                                Commitment to professional growth/renewal

 

Major Responsibilities and Duties: 

 

Program Management

 

  1. Implement procedures and coordinate the process to identify emergent bilingual students in all grade levels district-wide, including review of student data and testing of students.
  2. Coordinate the district-wide effort to ensure that all eligible migratory children are properly identified and recruited and that all their special educational needs are met and document that services addressing those needs have been provided.

 

  1. Assure that the unique needs of migratory students are met as identified by the Migrant Education Program state-wide needs assessment, and as outlined in the state Migrant Education Program’s Seven Areas of Focus

 

  1. Develop and revise bilingual/ESL/Migrant curriculum as needed.

 

  1. Assist teachers to develop and provide emergent bilingual/migrant students with appropriate course work through curriculum modification, acceleration, etc.

 

  1. Assist supervise the Bilingual and Migrant staff to ensure compliance with federal and state regulations.

 

  1. Develop and conduct or arrange for professional learning sessions, including sessions on various instructional methods, enriched learning in classroom settings, and methods for identifying emergent bilingual/migrant students.

 

  1. Develop and coordinate a continuing evaluation of the bilingual/ESL/Migrant program and implement changes based on the findings.

 

  1. Provide resources and materials to support staff in accomplishing program goals.

 

  1. Consult with parents, administrators, counselors, teachers, community agencies, and other relevant individuals regarding emergent bilingual/migrant students.

 

  1. Plan and conduct parent meetings as required by state and federal law.

 

  1. Advocate and ensure proper implementation of required bilingual/ESL/Migrant program.

 

  1. Ensure that all records pertaining to identification and assessment of emergent bilingual students for program participation purposes are maintained accurately.

 

  1. Disseminate to program staff textbooks and other instructional materials related to the program.

 

  1. Keep abreast of current bilingual/ESL education research and legislative mandates and share such research with other administrators.

 

  1. Assist principals in planning and implementing effective supervision, professional learning and evaluation of Bilingual/ESL and Migrant programs.

 

 

 

 

Budget & Inventory

 

  1. Assist in the administration of the bilingual/migrant budget and ensure that programs are cost effective and funds are managed effectively.

 

  1. Participate in grant writing activities to obtain program funding.

 

  1. Assist with the selection and purchase of supplemental equipment and supplies for the program.

 

Policy, Reports & Law

 

  1. Compile, maintain, and file all physical and computerized reports, records, and other documents required.

 

  1. Comply with policies established by federal and state law, State Board of Education rule, and the local board policy.

 

  1. Other duties as assigned by the Bilingual and Migrant Executive Director.

 

WORKING CONDITIONS:

           

Mental Demands:    

Ability to communicate effectively (verbally and written), interpret policy, procedure and maintain emotional control under stress. Must be able to interpret and implement TEA rules and regulations.   

     

Physical Demands/Environmental Factors:

There is frequent district and some out-of-district travel; occasional prolonged and irregular hours, regular physical demands of stoop lifting and other strenuous demands of job performance.

 

EVALUATION: Performance of this job will be evaluated annually by the Bilingual/ESL Director.

 

POSITION WORKING DAYS:          226 Days
