Job Title: Chief of Human Capital & Talent Development           Wage/Hour Status:    Exempt

District Primary Purpose:
Lead and advance human capital initiatives, driving an inclusive, supportive, and high-performing culture through strategic talent development, diversity, equity, and inclusion initiatives, and effective HR management.

 

Department Primary Purpose:
Strategically manage the district's human resources (HR) department, ensuring the recruitment, development, and retention of a diverse and talented workforce. Champion DEI, professional development, performance management, and HR services aligned with the district’s objectives, while fostering employee wellness, competitive salary and compensation practices, and a positive staff climate and culture.

 

Education/Certification:

  • Master’s Degree in Human Resources, Business Administration, Educational Leadership, or related field required
  • Doctorate in education, educational leadership, or related field preferred
  • Professional HR certifications (e.g., SHRM-SCP, SPHR) desirable.

 

Qualification Requirements:

  • Demonstrated leadership in HR with a focus on strategic talent management and organizational culture.
  • Experience in developing and implementing HR initiatives that enhance recruitment, retention, professional development, and performance management.
  • Ability to design and oversee salary and compensation frameworks that attract and retain top talent.
  • Expertise in promoting employee wellness and fostering a positive organizational climate and culture.
  • Strong communication skills, adept at building collaborative and inclusive work environments.
  • Proficiency in HR analytics to inform decision-making and policy development.

 

Major Responsibilities and Duties:

  • Oversees critical human capital and talent processes from recruitment and hiring, to benefits and retirement; ensuring the District has a high-performance workforce capable of meeting the needs of students and the communities we serve.
  • Serve as a partner and ally in recruitment and hiring processes, forgoing rigid and antiquated processes for those that are reactive, dynamic, and that ultimately drive the most effective and efficient benefits to schools.
  • Drive organizational culture initiatives, ensuring inclusive practices in recruitment, professional development, and employee engagement.
  • Manage salary and compensation structures to ensure competitiveness and equity, aligning with district budget and strategic objectives.
  • Develop comprehensive employee wellness programs focusing on physical, emotional, and mental health, improving overall staff morale.
  • Oversee non-academic professional development programs that enhance staff skills and support career growth, to include staff onboarding, continuing education, and non-academic leadership pipeline programs.
  • Implement effective District employee evaluation and performance management systems, promoting accountability and excellence.
  • Ensure HR operations' efficiency, including payroll, benefits, employee relations, and compliance with legal standards.
  • Leads the strategic development and continuous improvement of HR functions, including the implementation of Board Policies, to ensure alignment with organizational goals.
  • Develops comprehensive succession planning and sustainability systems and strategies to secure leadership continuity and organizational resilience.
  • Utilizes advanced systems to generate HR statistics, informing strategic decision-making and workforce planning.
  • Directs thorough investigations into employee misconduct, ensuring adherence to ethical standards and legal compliance.
  • Manages the termination process with dignity and fairness, safeguarding the interests of both the organization and its employees.
  • Champions a culture of excellence and accountability through effective performance management systems and talent development initiatives.
  • Provide oversight and individual evaluation of senior level leaders, creating performance indicators for success and coaching leaders to meet department and district goals.

 

Supervisory Responsibilities:
Directly supervises and evaluates Human Resources Department  staff.

 

Working Conditions

Physical Demands:
Standard office environment requirements: sitting, using computers, communicating verbally and electronically, occasional lifting.

 

Work Environment:
Moderate noise levels typical of an office environment. Frequent travel to schools, department locations, and community meetings is required.
